EFCC freezes N3bn traced to Sirika’s brother’s account

The Economic and Financial Crimes Commission (EFCC) yesterday quizzed Abubakar Ahmad Sirika over an alleged N8.06 billion contract fraud in the Federal Ministry of Aviation.

Abubakar is the brother of immediate-past Minister Hadi Sirika, believed to have awarded the contracts to his sibling.

Abubakar’s arrest on Sunday was part of the ongoing probe of alleged fraudulent practices in the Ministry of Aviation during the tenure of the ex-minister.

EFCC is probing allegations of conspiracy, abuse of office, diversion of public funds, contract inflation, criminal breach of trust and money laundering.

Of the contract sum, about N3, 212,258,930.18 has been traced to Engirios Nigeria Limited, owned by Abubakar, who is a Level-16 officer, a deputy director, in the Federal Ministry of Water Resources.

It was learnt that four big contracts were awarded to Abubakar’s Engirios Nigeria Limited when his brother was in charge of the ministry.

According to EFCC investigators, Abubakar Sirika is listed as the company’s Managing Director (MD)/Chief Executive Officer (CEO).

Besides, it was found out that he is the sole signatory to the two accounts linked to the firm with two banks.

The four contracts the ex-minister awarded to his brother are:

• Construction of the Terminal Building in Katsina Airport (N1,345,586,500.00);

• Fire Truck Maintenance and Refurbishment Centre in Katsina Airport (N3, 811,497,685.00);

• Procurement and installation of elevators, air conditioners and power generator house in Aviation House, Abuja (N615,195,275.000);

• Procurement of Magnus Aircraft and simulator for Nigerian College of Aviation Technology, Zaria (N2, 296,897, 404.00).

A top official of the anti-graft agency said: “In connection with the ongoing probe of the Ministry of Aviation during Hadi Sirika’s tenure, EFCC’s crack team was able to uncover four contracts, worth about N8,069,176,864.00, which were not executed.

“The sum was for four aviation contracts from the former minister to Engirios Nigeria Limited, owned by his sibling.

“While profiling the contracts, there was a payment of N3,212,258,930.18 out of the total contract sum to Engirios Nigeria Limited, which is owned by the younger brother of the ex-Minister of Aviation.

“Apart from being listed as the company’s MD/CEO, Abubakar is the sole signatory to the company’s two accounts.

“Investigators further discovered that upon the receipt of the payment, Abubakar allegedly transferred it to different companies and individuals.

“There is no trace of work done on any of the contract items to date.

“These developments led to the arrest and detention of Abubakar on Sunday by the EFCC.

“He was grilled for several hours yesterday. He is providing the commission with additional useful information on the financial activities of the Aviation Ministry under the supervision of his elder brother.”

It was learnt that the contract awards and the timelines were between August 2022 and May 2023.

A document obtained by The Nation reads in part: “It is suspected that the ex-Minister, Hadi Sirika awarded the contracts to his brother Abubakar, knowing that he is a senior civil servant, working since 2000.

“The first of the controversial contracts awarded to Engirios Nigeria Limited was on August 18, 2022, for the construction of the Terminal Building in Katsina Airport.

“The second was awarded on November 3, 2022, for the establishment of the Fire Truck Maintenance and Refurbishment Centre in Katsina Airport.

“The third contract was on February 3, 2023, for the procurement and installation of elevators, air conditioners and power generator’s house in Aviation House, Abuja.

“The fourth was awarded on May 5, 2023, bearly 24 days to the end of the Buhari Administration tenure, for the procurement of Magnus Aircraft and simulator for Nigerian College of Aviation Technology, Zaria.”

It was gathered that the four contracts formed the first segment of the ongoing probe of Sirika’s tenure.

There were indications that the EFCC was looking into the Nigeria Air controversy.

There was also controversy about how much was released for the Nigeria Air project.

While some critics alleged that N85 billion was expended on it, Sirika claimed that N5 billion was approved but N3 billion was released.

He said his administration did not spend the N3 billion before he left office.

Sirika said: “In 2016, 2017, 2018, 2019, 2020, 2021, 2022, and 2023, all of the monies voted and budgeted for the national carrier was N5 billion.

“But all that was released is in the neighbourhood of about N3billion, not N85billion and all of the N3billion had not been expended as of the time I left office.

“What was done with the money was nothing but transaction advisory services, the AOC process, salaries, consultancy services and the offices in Abuja.

“No contract was given by Hadi Sirika or the administration at the time. These are the things that the money was used for.”

NCM To Partner With Government To Tackle Fulani Herdsmen Crisis

The Northern Consensus Movement ( NCM) have resolved to work closely with the Federal Government and other relevant authorities in finding solutions to the incessant Fulani Crisis and killings in the northern part of Nigeria.

The resolution was reached on Sunday after a meeting in Kaduna with Northern groups across the Country.

Fulani herdsmen have been always painted with bad names for the wrong reasons, with several accusing fingers pointed in their direction as being responsible for causing mayhem in different communities across the country we want to be in the forefront to find out why and how its happened and comes out with the lasting solution “

Addressing journalists after the meeting, the National President of NCM Dr. Awwal Abdullahi Aliyu noted that the essence of the meeting is to make sure that they assist the government in tackling the menace of Fulani herdsmen Crisis and deadly attacks allegedly perpetrated by cattle herdsmen.

Dr. Awwal Abdullahi, said NCM readiness to partner with the government to find a lasting solution to the problem.

The NCM President Applauded Katsina and Zamfara State Governors for the improvement of security situation in their states by engaging the Local security operatives.

He added that there is need to strengthen the Local Security guards in discharging their duties to compliment the efforts of the conventional security agents.

APC Crisis: There are heavy moves to oust Ganduje

There are possiblity of replacing Abdullahi Umar Ganduje, the national chairman, the source fingered former governor of kogi State, Yahaya Bello.

The National Working Committee (NWC) of the All Progressive Congress (APC), and aides of President Bola Ahmed Tinubu have moved to replace the national chairman of the party, Abdullahi Umar Ganduje, with a former governor from the North-Central, a reliable source revealed.

Reports gathered that the move by the presidential aides and associates of the president is aimed at altering the zoning of offices in the APC, which would see the national chairman of the party coming from the North-Central.

In this regard, there are speculations of a plot to make the former Governor of Kogi State Yahaya Bello to replace Ganduje as the national chairman of the party.

It was also gathered from a party source that there are lack of competency from Ganduje hence he failed to deliver Kano State.

An APC chieftain who speak to journalists on the condition of anonymity, said in the interest of fairness, the party scribe must be of North-Central extraction.

“If we want to be fair to all sections of the country, the National chairman should come from the North-Central”.

“I am a chieftain of the All Progressives Congress. The National Chairmanship of the APC should be retained in the North Central. We may still retain it in Kogi, because we are targeting the former Governor of that State, Yahaya Bello”.

“The APC have been led substantially by a person who possessed insufficient experience and exposure. What we fail to understand is that in Latin, we learnt that one cannot give what one doesn’t”.

“The worst aspect of it is the interpretation of a Yoruba proverb that described an unfit leader as someone who ought to be sleeping on the floor but suddenly finds himself on the bed with a good mattress”.

“Misbehaviour and foolishness occasioned by pride become inevitable from such people when they occupy a leadership position”, the APC Chieftain added.

Another source, who pleaded anonymity, said, “The game plan is to force Ganduje out of office before the next general elections. Plans are already on to force him out. Nothing is impossible in politics. You can’t rule this out.”

The Source Reporters gathered that, the APC replacementis aim to bring a sense of balance in the power equation of the party. The National chairman should come from the North-Central.

Abba’s Supreme Court victory reflects strength, integrity of democratic institutions – Abdulkadir Bashir

MD Abubakar Rimi Market Kano, Alh Abdulkadir Bashir Hussaini has said the Supreme Court’s judgment is a testament to the strength and integrity of the country’s democratic institutions.

The Director, Transport Investigation at NSIB, Nnamdi Azikiwe International Airport, Abuja, Engr MK Sani was conferred with the Icon of Community Service and Societal Development in Service delivery award in recognition of his administrative skill by The Source Reporters.

The award presentation ceremony took place on Saturday in Kaduna.

According to the National president, Comrade Musa Abubakar, journalists are not pessimists, who only point to the ills of the society, they also commend those who contribute to the development of the society.

“Comrade Musa Abubakar said, Engr MK Sani deserved the award as he contributed immensely to the development of the country, he served as NCAA Regional Manager, Kaduna for close to 13 meritorious years and made a positive impacted to the progress and achievements of the Aviation Sector at the Region. It was during his tenure as at Regional Manager, both Gombe and Bauchi State got newly built International Airport and the Runway at Kaduna International Airport got a major rework which paved the way for the use of Kaduna as alternate Airport to Abuja International Airport where huge success was recorded in year 2016 during the closure Abuja Airport Runway for resurfacing”.

“In fact, this feat won’t have been achieved if not for the doggedness of the Regional Manager, Kaduna who insisted in 2009 that Kaduna International Airport Runway must be fixed due to it deteriorated condition. The President added”.

Petition: No Tenure Extension Of KSMC MD/CEO – Concern KSMC Staff

The tenure of Ibrahim Samaila, as the Managing Director and Chief Executive Officer of Kaduna State Media Cooperation (KSMC), might not be renewed by governor Uba Sani, the executive governor of Kaduna state because of the inability of the former to coordinate appropriately good working environment .
The staff in a petition to the executive Governor of Kaduna state against the MD/CEO which was made available to Journalists on Thursday, claimed that
he battered profitable business opportunities and has failed to keep his loyalty to the Kaduna state government but rather keep  undermining the policy of the state. His failure to maintain a harmonious relationship with staff of the KSMC.

Our concerns stem from a series of disappointing decisions and actions taken by the MD/CEO, which have had detrimental effects on the company’s performance, morale, and overall work environment. 3. Inability to foster a positive work culture: The work environment under the current MD/CEO has become toxic and demoralizing. There is a lack of accountability, recognition of employee achievements, and a failure to address grievances and concerns promptly and appropriately.
Given the gravity of the situation, we respectfully request your intervention in addressing this matter. We believe that a change in leadership at the executive level is imperative to ensure the long-term success and growth of our company. We humbly request that you initiate an investigation into the MD/CEO’s actions and consider appropriate steps to rectify the situation.
